fixes in EDIT, LOADFNS

I fixed the problem in EDITLOADFNS? which caused the system
to (SHOULDNT) if you did LOADFROM({PHYLUM}xxx) and then tried
to edit a function on xxx.

I fixed a glitch whereby LOADCOMP didn't load in
(DECLARE: EVAL@COMPILEWHEN --) expressions.
