    When I ftp anonymous to THINK.COM and try to access "public" it says
    that it doesn't exist. Is there some control character in the name
    or access restriction on it or what?

No, there's Unix brain-damage.  When you are logged in as anonymous,
everything in /public appears to be in the root directory, so the file
you should get is THINK.COM:/unix-rexec.lisp.
