Network diagnostics

Does anyone have any useful tools for testing the Lispm network interface?
We have a 3640 with poor networking performance, and sometimes it's
difficult to tell whether the problem is with sending or receiving.  High
level protocols make use of acknowledgements, so file transfer throughput
can suffer from a problem in either direction.  Routines that operate at
the UDP or Ethernet level would be much better.  Tools similar to Sun's
etherfind would also be helpful (is it possible to put the Lispm Ethernet
interface into "promiscuous" mode so that it can snoop?).
