Local Zmail mailing lists

By design, apparently,  the ZMAIL mailing lists are 
DEFINEd in >mail>static>mailboxes.text. I am on a 3650 
hung off our mail server and would like to be able to build
my own mailboxes.text file and have it be handled
in the same way and in addition to 
>mail>static>mailboxes.text, allowing me to manage my
own mailing lists without any interaction with 
>mail>static>mailboxes.text. Is this easy, or is it
hard to do, if at all?
