Hypertext tool available?

I'm looking for a basic simple tool for hypertext, handling
text and buttons, but not a full-blown publishing system such
as Concordia.  I would like to be able to attach Lisp
procedures or methods to various buttons or whatever, or to
customize it for my own applications.  Hypercard or Notecards
are good places to start from, conceptually.  Any pointers?
