Scrolling mouse-sensitive text *w/o* DW

I have an application which requires mouse sensitive text to appear in
a large array of panes (3 sets of 10 x 10).  I currently use dynamic
windows for this application, but the startup cost is *very* high
(memory and time), and the window operations are very slow.

I would rather not use DW for these panes, since I don't need all of
DW functionality.  How hard is it to give TV windows scrolling and
mouse-sensitivity without making them as bulky and slow as DW?  Has
anyone done this?
