Using the Meta key across Telnet, to a Sun running GNU Emacs

I know this has been asked before, but I have no record of an answer:
How can I use the Symbolics Meta key across a Telnet connection to a Sun
running GNU Emacs? I guess I need either:
- To send full 8-bit characters across Telnet, have the Sun receive them
as such, and configure GNU Emacs to recognize the eighth bit as a
Meta-key indicator.
- To modify the Symbolics terminal emulator (VT100 or otherwise) to send
a 2-character escape sequence when the Meta key is used. That is, if I
type Meta-v on the Symbolics keyboard, the terminal emulator should send
Escape and 'v' to the Sun.
