SYMBOLCONC bug?

The value of (SYMBOLCONC '\; 'FOO) prints as \\\FOO, while the value
of '\;FOO prints as \;FOO. This seems to hold true for SYMBOLCONCing
SET-SYNTAXed readmacro characters in general.
