ACL 3.1 is still CLtL1, not CLtL2, so it does not have a delete-package; 
ACL 4.1 supports CLtL2 and hence delete-package; for 3.1, plausible 
workarounds might employ rename-package, and maybe do-symbols and 
unintern.  Hope this helps.
