I support this change.  It was the cause of no small amount of grousing
by other developers of Xerox Common Lisp when they saw the complexities
it entailed in the interpreter, compiler, and macros.  I think the
proposal states the situation correctly: ``This linguistic feature
provides some useful   flexibility, but has a number of disadvantages''.
I think the problems far outweigh the value of the flexibility.
