Look at the section on characters in Appendix A, Implementation Notes,
in the MCL reference (page 404 in my draft).  "In this release, there
is no support for extended-characters: all characters are
base-characters and all strings are base-strings."  

Fred obviously does something special, which is documented in the
section of Chapter 12 titled "Functions associated with keystrokes".
Apparently it digs the info it needs out of the Mac event records; you
should be able to do the same, perhaps using (event-keystroke ...).
