"I suspect that what this says" is that things can get very
confusing if all programs concerned don't use a consistent
semantics. This includes not only interpreter and compiler but
also MACROEXPAND, etc. Fortunately, NIL seems to have adhered
to the decision to make interpreter and compiler compatible
whatever else happens. Unfortunately, the Lisp Machine has not.
